Program Evaluation of the Appalachian Regional Commission's Telecommunications and Technology Projects, 2004-2010
The Appalachian Regional Commission invites proposals from qualified researchers and consultants to conduct a large-scale program evaluation of ARC-funded telecommunications and technology projects in the Appalachian Region.The main purpose of the evaluation is to determine the extent to which these projects have succeeded in achieving ARC's strategic goals, to inform ARC of ways to better develop, assess, and manage future telecommunications and technology projects, and to enhance ARC's capability for documenting and reporting program impacts within a complex and evolving telecommunications landscape. Proposals are due by close of business on Thursday, August 21, 2014.
