The Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative targets federal resources to help communities and regions that have been affected by job losses in coal mining, coal power plant operations, and coal-related supply chain industries due to the changing economics of America’s energy production. Since 2015, ARC has invested nearly $368.1 million in 449 projects touching 360 counties across Appalachia through the POWER Initiative.


Funding Now Available
This RFP gives an overview of the ARC’s Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative, and the requirements needed to complete a POWER grant application for Fiscal Year 2023. Applications are due by 5:00 PM ET on Wednesday, April 19, 2023.


Pre-Application Workshop
ARC hosted a virtual pre-application workshop on Tuesday, February 21, 2023 to help prospective grantees learn more about ARC, the POWER Initiative, and the qualities of a well-rounded application.
