Appalachian Development Highway System 2025 Cost-to-Complete Estimate

In cooperation with the Federal Highway Administration and the state departments of transportation (DOTs), the Appalachian Regional Commission (ARC) regularly updates the cost-to-complete estimates for the unfinished Appalachian Development Highway System (ADHS) corridors. The 2025 ADHS cost-to-complete estimate is $15.2 billion (in 2025 dollars). In addition, state DOTs have expended $630.9 million in non-federal funds to pre-finance ADHS projects. These pre-finance costs are potentially eligible for federal reimbursement. As of September 30, 2025, $1.385 billion was available to states for the ADHS. This includes federal funding previously apportioned to the Appalachian states, federal discretionary grants awarded for ADHS projects, and state funds explicitly committed for ADHS projects. The amount of funds needed to complete all unfinished ADHS corridors is $14.4 billion.
