This report presents an analysis of the potential economic impact for Appalachia of federal, state, and local energy policies. A modeling framework was constructed that evaluated the impacts of policies at the national, state, and county level, for all of the counties in the Appalachian Region. This type of scenario-based economic modeling allows comparison of potential economic costs and benefits under alternative policy choices.
