This manual pulls together the main laws, regulations, and OMB guidance that make up the Buy America Preference for ARC construction grants, and it explains them in everyday language. Use it as a working tool while you administer the ARC grant.
Keep two things in mind. First, this manual is a general guide, not a complete statement of the law. Second, every project is different, so you must apply the rules to the specific circumstances of the project. When you need the exact legal wording, go to the source — the ARC website, the ARC BABA Guidance, or the OMB BABA regulations.
