Program Evaluation of the Appalachian Regional Commission’s Job Creation and Retention Projects

This report presents an evaluation of 286 job creation and retention projects funded by ARC between fiscal years 2004 and 2010. Using findings from 15 in-depth case studies and an extensive survey of project grantees, the study evaluated the impact of these projects on businesses, households, and participants; outlined key findings and common themes; and provided recommendations for enhancing future programs focused on job creation.
